Then any program like Adobe Dreamweaver (a WYSIWYG website creation tool) can be used to upload the file (using FTP File Transfer Protocol) and place the HTML link code wherever you want to mention the file. Gee that sounds pretty tough for anyone who isn't set up for it. Please get your PDF ready and give it to your friendly Webmastering person to handle the rest of the details with your help.
